Medical Records and Patients

Medicine is changing. Records are moving to digital form. Diagnosis is increasingly being done by computers. Patients are moving around the world and receiving treatment in multiple countries. The practicality of our medical history being the owned and managed by our doctor is increasingly ill-suited to our modern world.

The natural solution to this is to transfer this ownership from the physical to the patient. Dr Mohammed Al-Ubaydli is a software expert who has also qualified and practiced as a medical doctor. In 2008 he founded Patients Know Best, a secure web portal which can act as a repository for all medical data relating to a single individual, under the control of this individual.

Our talk will be given just two days before the General Data Protection Regulation (GDPR) comes into force. GDPR gives patients a right of access to their medical records, for a minimal cost. By 2020 the government will require that patients give consent for any use of their data<ref>Patient revolution, The Economist, 17th Nov 2016.</ref>. The trend towards increasing digitization of data, and the political drive towards giving individuals control of their own data are forces will shape to the way that medical records are stored and accessed in the future.

Dr Al-Ubaydli

Dr Mohammad Al-Ubaydli is the CEO of Patients Know Best, which he founded in 2008. He trained as a physician at the University of Cambridge; worked as a staff scientist at the National Institutes of Health; and was a management consultant to US hospitals at The Advisory Board Company. Mohammad is the author of seven books, including Personal health records: A guide for clinicians and Streamlining Hospital-Patient Communication: Developing High Impact Patient Portals. He is also an honorary senior research associate at UCL medical school for his research on patient-controlled medical records. In 2012 he was elected an Ashoka Fellow as a social entrepreneur for the contributions he has made to patient care.
